Imported heavy melting scrap is a key raw material for Indian induction and arc furnaces. Importing it is straightforward once you know the steps — most delays come from missing inspection paperwork or unclear specifications, not from the shipping itself.
1. Agree the specification
Start with the grade (HMS 1, HMS 2, or a blend such as 80:20), quantity, piece size, and acceptable contamination. Confirm the destination port, the Incoterm (commonly CFR or CIF to an Indian port), and the payment terms. A clear specification is what the inspection agency and the buyer's receiving team will check against.
2. Pre-shipment inspection
India's foreign trade rules require imported metal scrap to be accompanied by a Pre-Shipment Inspection Certificate (PSIC) issued by an inspection agency recognised by the Directorate General of Foreign Trade (DGFT). The inspection confirms that the cargo is free of explosives, arms, ammunition, and radioactive contamination, and matches the declared description.
Scrap is also screened for radiation at Indian ports. Buying from suppliers who follow proper sorting and inspection practices avoids costly detentions.
3. Loading and shipping documents
Scrap is shipped in 20' or 40' containers or as break-bulk. Each shipment should include:
- Bill of Lading (BL)
- Commercial invoice and packing list
- Certificate of Origin (COO)
- Pre-Shipment Inspection Certificate (PSIC)
- Loading photographs and weight details, where agreed
4. Arrival and customs clearance
Most scrap for western and northern India arrives at Mundra, Kandla, or Nhava Sheva (JNPT). Your customs broker files the Bill of Entry, and customs may examine the cargo against the documents. Duty rates and any registration requirements can change with budget announcements and DGFT notifications, so confirm the current position with your broker before each contract.
5. Delivery to your plant
After clearance, containers are moved by road or rail to your yard. Check the weight and quality on receipt and record any deviation with photographs promptly — this is what any claim will rely on.
